The need
In the traditional offset printing, you need to print books in large quantities (typically 500+) to make the per copy cost reasonable. This results in high upfront invesement in printing. There are several situations when printing those many copies are not really needed. For example

- Reprinting of a book after initial print runs: There are several books for which initial print runs have been exhausted. There still is demand, but not high enough to justify another print run of 500+ copies. In such cases, being able to print 25-100 copies would be a much better option.
- Printing of niche books: Many books are written for niche audiences and in such cases large print runs may not make sense.

- Self Publishing a Book: You might be on a tight budget for self publishing a book. It may be a good idea to first test the market by printing in small quantities.
- Publishing for a society/voluntary organization: There might be situations where an organization (not primarily in publishing business) wants to publish books for relatively small audience.
